Public Health Professionals oftentimes find themselves carrying out policies implemented by those at the federal, state, and local levels enacted by policy makers that have a minimal understanding of public health. Getting Public Health Professionals involved in the policy making process and knowing the tools for policy development can increase the chances that public health policies have a greater impact on the communities in which they are meant to protect. This webinar will give an overview of the policy process, and the steps necessary for solid policy development.  We will also discuss social constructions and the use of the intervention ladder to determine when/what type of action should be taken. The training will include case studies focusing on policy areas such as tobacco and built environment and how to effectively engage stakeholders and build momentum. While our case studies will be concentrated in these specific policy areas, the knowledge gleaned from a better understanding of the policy process and the tools for policy development can be transferred to nearly any health policy issue. 

Learning Objectives:

 By the end of this course, participants should be able to:

  1. Describe the stages of the policy process
  2. Identify the steps in policy development
  3. Classify policy options utilizing the intervention ladder
  4. Recognize important steps to take to engage stakeholders
  5. Utilize tips towards building momentum
  6. Outline a public health issue using Schneider and Ingram’s Social Construction Table (Benefits vs. Burdens) and the ethical steps to consider before enacting a policy.

Trisha Miller

Dr. Trisha Miller is an Adjunct Faculty member at the University of Montana in the School of Community and Public Health. Professor Miller teaches online classes covering a variety of Public Health topics such as Research Methods, Evaluation, Public Management, Budgeting, and Ethics.
